Napoleon III, the nephew of Napoleon Bonaparte and emperor of the French from 1852 to 1870, had a significant impact on the arts during his reign. He fostered a period of cultural flourishing in France, embracing and promoting the arts as a means of glorifying the empire and enhancing its prestige. Under his patronage, Paris underwent extensive urban renewal, which included the creation of wide boulevards, parks, and public squares, transforming the city into the modern capital we recognise today. This transformation, led by Baron Haussmann, not only changed the physical landscape of Paris but also stimulated the decorative arts, architecture, and urban planning.

Napoleon III also supported the visual arts vigorously, commissioning works from prominent artists of the time, which led to a diverse and rich artistic environment. He played a key role in establishing several museums and galleries that made art accessible to the public, including improvements to the Louvre and the establishment of the Musée d'Orsay. The period witnessed the rise of new artistic movements, such as Impressionism, which, despite initial resistance, eventually flourished towards the end of his reign and after. His interest in showcasing French achievements in art and culture was also evident in the organisation of the Universal Expositions held in Paris during his rule, which were grand exhibitions demonstrating the latest in art, technology, and science from around the world. Through these efforts, Napoleon III significantly contributed to the arts and culture in France, leaving a lasting legacy that continued to influence future generations.
